5. How do you relate land reforms with economic development? Explain.

Introduction:

Land reform is a change in the system of land ownership, it involves equitable distribution of agriculture land by government or giving agriculture lands to the people who actually farm it and taking it away from people who own large areas.

Body:

How land reforms are related with Economic development:

  • Agriculture productivity: When ownership is transferred to tiller, he takes more interest in development of land with help of manure, fertilizers and technology.
  • Land availability: It leads to more lands coming under agriculture, vacant and fallows lands are brought under cultivation.
  • Rent: The requirement to pay rent is removed, which make more money available with farmers.
  • Credit: Access to cheap and formal credit will be increased due to land as asset.
  • Industrialization: With increased productivity, quality raw materials are available, leading to growth of secondary sector and allied sectors.
  • Demands: Increase in availability of money leads to demand for more products there by creating growth of other sectors.
  • Standard of living: With industrialization, employment generation, productivity and availability of more money, standard of living increases there by creating need for service sectors.

Issues:

  • Transfers: Large families were broken and ownership of lands were transferred to family members.
  • Benami Transfers: Excess lands were transferred to ghost beneficiaries.
  • Unproductive lands: The excess lands transferred were fallow or infertile lands which was of less use for cultivators.
  • Fragmentation: It led to fragmentation of land holdings, there by increasing small and marginal farmers.
  • Mechanization: With small and marginal land holdings, investment on machine and return on their investment was poor.

Conclusion:

Land reforms in India was a failure except in some small pockets of country. Leading politicians and powerbrokers were the major landholding communities of that time. They resisted the reforms and exploited the loopholes to circumvent the system.
