Introduction:

Transparency in civil services refers to the work of civil servant be available in public domain as per requirement and open for scrutiny. This is provided through Right to Information and is facilitated by CAG, CVC etc.

Body:

Hindrance to quick decision-making:

  • Undue scrutiny demotivates civil servants and instigates fear of unwanted prosecution.
  • Political interference due to transparency in the work.
  • Availability of the information for Public interest Litigation
  • Misuse of the information by various activist groups.
  • Fear of judgment in certain occasions like between ethical and rule based decision, environment and public concerns etc.

Not a hindrance:

  • Reduces scope of corruption
  • Increased accountability and assurance that public resources are used for welfare
  • Make citizens aware about what is happening in governance
  • Builds faith in the administration

Conclusion:

Transparency is an important tool for improving the service delivery. However precaution must be taken by making enough safeguards that it does not become an obstacle in the efficient working of the administrative system.
